Quality Policy
Marine Department Quality Policy
The Marine Department are determine to develop and implement systems pertaining to Safety of Navigation, Safety of Ships, Management of Seafarers, Port Facility Security and Conduct of Maritime Training in our effort to provide quality and satisfactory services to our clients which comply to international standards and national laws.
Quality Objectives
The quality policy implementation emphasises the need to fulfill the expectations of stakeholders and ensuring continuous enhancement of the effectiveness of the Marine Department's quality management system.
Marine Department Malaysia has identified quality objectives which are relevant to the implementation scope of MS ISO 9001:2008. These objectives are set and deliberated in the annual Management Review Meeting.
Aids to Navigation System
To ensure the effectiveness of aids to navigation i.e. availability/reliability that meets the standards of International Association of Lighthouses Authorities (IALA) as follows:

Category 1 – Lighthouses. Availability of at least 99%.

Category 2 – Light beacons. Availability of at least 98%.

Category 3 – Light buoys. Availability of at least 97%.
Conduct of Training Course System
Courses Handling
i. To conduct at least 80% of the scheduled courses.ii. To get the evaluation average score:
- Not less than 7.5 from the scale of 1 to 10 for the performance average score in carrying out courses.
- Not less than 7.5 from the scale of 1 to 10 for the performance average score in food and drink preparation.
- Not less than 7.5 from the scale of 1 to 10 for the performance average score in hostel arrangement.
- Not less than 7.5 from the scale of 1 to 10 for the performance average score in training accessibility.
- Not less than 7.5 from the scale of 1 to 10 for the performance average score in courses instructor.
Ship Registration System

Issue and process certificate of registry in 3 days from the date of complete application.
Safety of Navigation Channels System
-
To ensure hydrographic surveys are carried out according to schedule.

To ensure dredging works are carried out as scheduled and within the allocated budget.
Seafarers Certification System
-
To conduct at least 6 certificate of competency examinations a year for each grade.

To determine the eligibility of candidates to sit for examinations within a week from the date of receipt of application.

To issue certificate of competency within fourteen working days from the date of receipt of application.

To issue certificate of recognition within a day from the date of receipt of application.
ISM Code Document of Compliance Management System

To issue an interim Document of Compliance certificate within 7 working days from the date of receipt of relevant documents.

To issue and endorse Document of Compliance certificate within 7 days from the date the final non-compliance is closed.

To conduct document review/audit in accordance with the Safety Management System within 30 days from the date of receipt of application.

To issue Certifying Certificate within 7 working days from the date of receipt of application.
Ship Survey and Certification System

To process and issue certificate within 6 working days upon receipt of application.

To process and approve application for extension or exemption of certificate within 5 working days upon receipt of application.
ISPS Code Statement of Compliance Management System
-
Implement new issuance, endorsement and renewal statement of compliance (SOC) in 3 days from the date of principal Assistant Director's memo.
