Marine Department Quality is:
We will endeavour to develop and implement quality systems pertaining to
Safety of Navigation, Safety of Ships and Seafarers Affairs in our effort to
provide quality services to our clients which meets international standards
and national laws.
Quality Objectives
The focus of our objectives are fulfilling the expectations of the stakeholders
and continual improvements is an integral part of the system, in ensuring the
effectiveness of Marine Department quality management system,
Marine Department of Malaysia has identified appropriate quality objectives
relevant to the scope underlined in MS ISO 9001:2008. These defined objectives
are deliberated every year in Management Review meetings
Seafarers Recognition System
1. To conduct competencies recognition examinations of at least twice a year;
2. To decide eligibility of candidates to sit for examinations within 1 week
from the date an application is received;
3. To issue competencies recognition within 30 days from the date an application
is received.
4. To issue modular courses certificates within
7 working days upon completion of the course.
Pilotage System
To ensure effectiveness of aids to navigation with respect to availability/reliability
that meets the standards of International Association of Lighthouses Authorities
(IALA) as follows:-
1. Category 1 – Lighthouses Availability of at least 99%
2. Category 2 – Beacons Availability of at least 98%
3. Category 3 – Light Bouys Availability of at least 97%
Safety of Navigation Channels System
1. To conduct hydrographic surveys according to schedule;
2. To ensure the cost of dredging works are within the allocated budget and
the works progress as schedule;
Ship
Registration System
1. To process and issue Ship Registration Certificate within 7 working days
upon receiving an application;
2. To ensure ship registration process is performed in a systematic and consistent
manner;
3. To provide accessibility for up-to-date information.
ISM
Code Document of Compliance Certification System
1. To issue interim Document of Compliance within 7 working days from the date
the application is received;
2. To issue and endorse Document of Compliance certificate within 7 days from
the date the final non-compliance is closed;
3. To conduct document review/audits in accordance with the Safety Management
System within 30 days from the date an application is received.
4. To issue Certifying Certificate within 7 working days from the date an application
is received.
