MARINE ENVIRONMENT PROTECTION UNIT



OBJECTIVES

 To determine an efficient, effective and safe navigation system within Malaysian waters.
 
To coordinate and combat oil spillage from ships in order to mitigate marine environmental pollution.

ACTIVITIES

1. Navigation Aids:
  • Planning, establishment and maintenance of aids to navigation.

2. Vessel Traffic Services:

  • Ship handling reporting system.
  • Broadcasting maritime safety information.
3. Management of wreck and sunken ships
 
4. Hydrographic:
  • Planning and implementation of hydrographic survey.
  • Ports planning dredging works
5. Maritime Enviroment Protection:


ORGANISATION


1. AIDS TO NAVIGATION UNIT

To ensure navigation aids meet the following availability level :
  1. Lighthouses - 99% availability per year
  2. Beacons - 98% availability per year
  3. Lights Buoys - 97% availability per year

Primary Functions:

  • Maintenance of navigation aids
  • Issuance of navigation notices
  • Repair of navigation aids
  • Placement of navigation aids

2. MARITIME TRAFFIC SERVICES UNIT

To determine an efficient, effective and economical maritime traffic services system in ensuring safe navigation as well as reducing maritime accident including establishing effective coordination system for search and rescue within Malaysian waters.

Primary Functions :

  • Maritime SAR
  • Navigational information and warning
  • Controlling and monitoring of marine traffic
  • Navigational guidance and advice

3. MARITIME SAFETY UNIT

To determine an efficient maritime safety system in establishing a safe network of navigation channels.

Primary Functions :
 
1. Planning and implementation of hydrographic survey
  • Conduct hydrographic survey of navigation channels at river banks at least once in every four years.
  • Conduct survey and prepare a plan in accordance with IHO standards (Special Publication No. 44)
  • Process hydrographic survey data dan complete a plan within two weeks from the date the survey is completed
2. Management of Department�s dredging activities 
  • Plan periodic dredging works
  • Provide statements for each dredging project needs
  • Determine the dredging specifications by considering the needs of each client
  • Ensure the dredging works meet the required specification
  • Ensure navigation channels are not 100% closed during the implementation of the project
 3. Wreck management and monitoring of sunken ships.
 
Marine Deparment is also responsible to manage inventory of sunken ships. To-date it has been recorded that there are six sunken ship in the Straits of Malacca. Management of historic sunken ships is handled by National Heritage Department with the assistance of Marine Department in some maritime technical aspects.

4. MARINE ENVIRONMENT PROTECTION UNIT

To determine an effective maritime contingency system in ensuring maritime safety within Malaysian waters that is free from pollution and navigation obstructions.

Primary Functions :

  1. Manage oil spill training for regional, national and international level.
  2. Manage oil spill response catamaran boats in all regions.
  3. Manage oil spill response equipment (OSRE) in all regions.
  4. Supervise major oil spill.
  5. Co-ordinate National Oil Spill Committee Meeting.
  6. Co-ordinate Management and Technical of Revolving Fund Committee (RFC) Meeting.
  7. Co-ordinate International Meeting on Sub-Committee on Bulk Liquids and Gases (BLG-IMO), Marine Environment Protection
  8. Committee (MPEC-IMO) and Malaysia - Singapore Joint Committee on Environment (MSJCE) Meeting.
  9. Manage regional, national and international seminars and workshops on protection of marine environment.
  10. Co-ordinate National Maritime Council Meeting.
  11. A member of Marine Parks Malaysia Development Steering Committee
  12. Manage CLC 1992 Insurance for tankers.
  13. Manage IOPC Fund 1992 activities.
  14. Manage Bunker Convention 2001 activities.
  15. Auditor for oil spill response equipment.
  16. A member of Environmental Impact Assessment (EIA) Technical Committee for marine component.
  17. A member of Technical Committee for Approving Activities at Exclusive Economic Zone (EEZ)
