SHIP SAFETY MANAGEMENT UNIT



OBJECTIVES

To ensure Malaysian ships comply with the safety standards as stipulated in the national laws and international conventions.

  • Terminable Ship Registry
  • Boat Licensing

2. Ship Standard Management and Accreditation

  • Port State Control Inspection
  • Ships Survey and Inspection
  • Ships Statutory Certification
  • Liferaft Service Stations and Authorised Bodies audits
  • Determination of ships technical standards
  • Technical advisory service to Government bodies

3. Port Facilities and Port Areas Security Management

  • Conduct ISPS Code verification audits on Port Facilities and Port Security Areas
  • Flag State Control Inspection
  • Enforcement of provisions under Merchant Shipping Ordinance 1952

4. Ship Safety Management

  • Shipping Management companies and ship audits under ISM Code
  • Shipping management audits of Marine Department's agencies
  • Marine Accident Investigations
ORGANIZATION


1. SHIP REGISTRY UNIT

To ensure efficient management of ships registry in accordance with the rules and regulations stipulated under the Merchant Shipping Ordinance 1952 and all related Acts in force as well as complying with the instructions given by the Registrar General of Malaysian Ships.

Primary Functions :

  1. Coordinate and monitor ship registration activities at Marine Head Office and Regional Marine Department

    • Malaysian Ship Registry
    • Malaysian International Ship Registry
    • Langkawi International Yacht Registry
    • Terminable Ship Registry

  2. Regulate boat licensing matters

  3. Conduct validation inspection on ships registration in Malaysia

  4. Issue Continuous Synopsis Record

  5. Issue Certificate of Survey

  6. Prepare statistics on ships registration for maritime industry usage in Malaysia

2. SHIP ACCREDITATION UNIT

To ensure ship seaworthiness in compliance with safety standards and environmental care as prescribed under the national regulations, international conventions and guidelines.

Primary Functions :

  1. Supervising Port State Control Inspections
  2. Supervising accreditation inspection of ships/boats registered in Malaysia
    • International Convention on Load Lines (LL), 1966 as Amended by the Protocol of 1988
    • Convention on the International Regulations for Preventing Collisions at Sea (COLREG)1972
    • International Convention for the Safety of Life at Sea (SOLAS) 1974, as amended by the Protocol of 1988
    • International Convention on Tonnage Measurement of Ships, 1969
    • International Convention for the Prevention of Pollution from Ships (MARPOL) 73/78, Annex III: Regulations for the Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form
    • International Convention for the Prevention of Pollution from Ships (MARPOL) 73/78, Annex I: Regulations for the Prevention of Pollution by Oil

  3. Supervising issuance of statutory certificates for ships registered in Malaysia
  4. Supervising annual audits on Recognized Organizations, Radio Surveyors and Liferaft Service Stations
  5. Issue directive on technical standards to ships registered in Malaysia in accordance with national and international regulations in force.

3. INTERNATIONAL SHIP AND PORT FACILITY SECURITY CODE UNIT

To ensure the standards of Area and Port Facilities operating in Malaysia comply with resolutions under Chapter XI-2 (ISPS Code) of SOLAS Convention 1974 and Merchant Shipping Ordinance 1952 by conducting unscheduled verification every year. In addition, to enforce and regulate the legal implementation of the Merchant Shipping Ordinance 1952 and implement Flag State Control Inspection.

  1. Conduct unscheduled annual verification on Area and Port Facilities inder ISPS Code.
  2. Perform Flag State Control inspection on Malaysian ships.
  3. Comply to Merchant Shipping Ordinance 1952.

4. SHIP SAFETY MANAGEMENT UNIT

To ensure ships and shipping management companies comply with the provisions under Chapter IX (ISM Code) SOLAS Convention 1974 through annual audits including managing the investigation of marine accidents pursuant to the Merchant Shipping Ordinance 1952 and International Conventions.

Primary Functions :
 
  1. Conduct audits under ISM Code on shipping management companies. 
  2. Conduct marine accident investigations.
  3. Conduct audits on vessel management of Marine Department's agencies
