ORGANIZATION

1.      SHIP REGISTRY UNIT

 

To manage Malaysian Ship Registry in accordance with the rules and regulations stipulated in the Merchant Shipping Ordinance 1952 and all related laws, and to ensure compliance to the instructions given by the Registrar General of Malaysian Ships.

 

Primary Functions :

 

1.        To coordinate and monitor ship registration activities at Port of Registry offices

2.        To regulate boat licensing matters

3.        To conduct measurement and inspection of ships

4.        To record and issue Continuous Synopsis Record

5.        To issue Certificate of Survey

6.        To keep records and provide reports

 

2.      SHIP ACCREDITATION UNIT

 

To ensure ships comply with safety standards as stipulated in the national laws and international conventions.

 

Primary Functions :

 

1.        To conduct Flag State and Port State Control inspections

2.        To conduct measurement and inspection of ships

3.        To process and issue statutory certificates to ships

4.        To perform audits on ships Classifications Bodies and Liferaft Service Stations

5.        To issue technical advisory instructions to Malaysian ships

 

3.      INTERNATIONAL SHIP AND PORT FACILITY SECURITY CODE UNIT

 

To ensure that Port Facilities in Malaysia comply with Chapter XI-2 (ISPS Code) of SOLAS Convention 1974 and Merchant Shipping Ordinance 1952. To enforce Merchant Shipping Ordinance 1952 and implement Flag State Control Inspection.

 

Primary Functions :

 

1.        To conduct annual verification on Port Facilities in Malaysia

2.        To perform Flag State Control inspection on Malaysian ships

3.        To enforce Merchant Shipping Ordinance 1952

 

4.      SHIP SAFETY MANAGEMENT UNIT

 

To ensure ships and shipping companies comply with the provisions under Chapter IX (ISM Code) SOLAS Convention 1974, by means of annual audits.  Also, to conduct marine accident investigations in accordance with Malaysia Shipping Ordinance 1952 and international conventions.

 

Primary Functions :

 

1.        To perform ISM Code audits on shipping management companies. 

2.        To conduct marine accident investigations.
